Private Insurance typically does not cover hearing aids or personal sound amplifiers.  Therefore, the costs of these assistance devices are incurred by the consumer.  Historically, average prices for devices like these can range anywhere from $1599 - $6499 (depending on the features and extent of your hearing loss).  Experts believe that this is the disconnect.  High Costs and Lack of Coverage by Insurance Companies leave many consumers without a financially feasible option, so they go untreated.  

Recent Changes in Regulations have changed the options for consumers, allowing for market competition, which in turn reduces prices.  Nowadays, there are options out there that can meet both the consumers hearing needs as well as their budget.
